University of Applied Sciences Board

The University of Applied Sciences Board is the highest-ranking academic body of the university of applied sciences and is headed by the Rector. It holds responsible for the running and organisation of teaching and examinations.

University of Applied Sciences Board

Members of the University of Applied Sciences Board are, in accordance with §10 (2) of the University of Applied Sciences Law, the Head and his/her Deputy, Heads of the various Degree Programmes, representatives of full-time and part-time lecturers and student representatives. The University of Applied Sciences Board holds at least 4 ordinary meetings per academic year

The statutory meeting, at which the election of the Head of the University of Applied Sciences Board and his/her Deputy took place, was held on 25 June 2020:

Functions of the University of Applied Sciences Board notably include*:

  • Election of the Head of the Board and his/her Deputy based on three names put forward by the partners; in agreement with the University of Applied Sciences Board the proposal can be reduced to two names;
    The proposed individuals must be employed full-time. If the current leadership of the Board and/or its deputy express their interest in continuing their function for another term, appointment can be made without election, provided that two-thirds of the Board and the sponsor agree. Repeated reappointments are permissible. The leadership of the Board shall bear the title “Academic Director” or “Chairperson”.
  • Submission of requests to the partners for the dismissal of the Head of the Board or his/her Deputy or the comment on such an intention on the part of the partners in the event that the Head (or his/her Deputy) brings his/her office into gross disrepute or neglects his/her office or if he/she is no longer in the position to fulfil the duties of his/her position;
  • Change requests concerning accredited degree programmes in agreement with the Partners;
  • Submission for the introduction and discontinuation of degree programmes and higher education courses in agreement with the partners;
  • Presentation of budget proposal to the partners (investments, operating expenditure, personnel expenditure);
  • Strategic development of teaching, applied research, and internationalization to ensure competency- and future-oriented studies at university level in agreement with the partner;
  • Coordination of content of teaching sessions and examinations;
  • Assuring the quality of teaching and research, as well as evaluating teaching and examinations, along with the teaching timetable and examination regulations.
  • Awarding of academic honors in agreement with the partners which are usual within the University System;
  • Enactment of statutes and rules of procedure in agreement with the partners.In any case, the statutes must contain the following: study and examination regulations, election procedures for the University of Applied Sciences Board, information on the organisation of working committees and their statutes, provisions regarding attendance quotas of the board, equality plan, rules on submission for the introduction and discontinuation of degree programmes and higher education courses as well as guidelines for the appropriate usage of university titles and information on the award of academic honours. Rules of procedure have to be published in an appropriate manner.
  • Decisions on appeals against decisions made by the Head of the Degree Programme.

Rector

As Head of the University of Applied Sciences Board, functions of the Rector notably include*:

  • As long as there is a full-time staff body, the commissioning and issuance of instructions to members of the teaching and research staff to ensure proper implementation of the teaching operation and high-quality practice-oriented education at the university level, as well as, within the framework of quality assurance, the commissioning and issuance of professional instructions to degree program coordinators and heads of academic organisational units.
  • Granting of lectureships based on suggestions or further to hearings of the University of Applied Sciences Board;
  • Representation of the University of Applied Sciences Board externally, as well as the execution of decisions taken by the University of Applied Sciences Board;
  • Awarding of academic degrees and their revocation as well as nostrification of foreign academic degrees.
  • Suggestions for the heads of academic organisational units and teaching and research staff to the partner;
  • Commissioning and participation in the implementation of external quality assurance procedures in agreement with the partner.
